Albert C. Kempker was born on Saturday, February 28, 1857 in Philadelphia, Pennsylvania. He was the son of Heinrich "Henry" and Emma (Klauser) Kempker.

Around 1885, he married a woman named Christine who was born in Germany in October of 1864.

They had three children:

1. Alfred Kempker (1884- )

2. Elizabeth Kempker (1885- )

3. Ethel Kempker (1895- )

In the 1900 census, he was listed as living at 1657 Willow Street in Philadelphia and was employed as a baker. The report indicated that Christine had six children but only three were living. By 1920 the family was living on Mays Landing Road in Folsom Borough, Atlantic County, New Jersey and was a laborer in the general farm industry.
